Nancy Holt designed Sun Rotunda for the 1989 National Peace Garden Competition at Hains Point, the southern tip of East Potomac Park in Washington, D.C. The drawing and model were exhibited at the National Building Museum in Washington, D.C., that year. The idea for a National Peace Garden originated in 1985 with Elizabeth Mackay Ratcliff, a former English teacher from Berkeley, California, who wanted to create a monument to peace in the face of the many monuments to war.

Holt's proposal placed a circular sculpture at the end of a peninsular pier. The drawings show an earth mound incorporating tunnels, a reflecting pool, and openings identified as a sun window and star hole. The design included alignments with the summer and winter solstices and the equinox sunrise.
